Subject: 21121/Authorizing Studies/Southside Area Date: Tue, 19 Sep 1995 13:27:41 -0500 RESOLUTION NO. 21121 A RESOLUTION REQUESTING AND AUTHORIZING THE CHATTANOOGA HOUSING AUTHORITY TO CONDUCT STUDIES AND PREPARE AMENDMENTS RELATIVE TO THE DOWNTOWN AREA IMPROVEMENT PROJECT EXPANSION INTO THE SOUTHSIDE AREA. WHEREAS the City of Chattanooga and the Chattanooga Housing Authority are engaged in a program of redevelopment, pursuant to T.C.A. A7 13-20-201, known as the Downtown Area Improvement Project, and WHEREAS, the City is interested in expanding project activities into the commercial and industrial area on the Southside of downtown. NOW THEREFORE BE IT RESOLVED by the Council of the City of Chattanooga that the Chattanooga Housing Authority be requested and authorized to perform studies and recommendations relative to expansion of the Downtown Area Improvement Project into an area generally bounded by the southern boundaries of the Downtown Area Improvement Project and the M. L. King Redevelopment Area on the North; Carter Street and U. S. Highway 27 on the West; I-24 on the South; and Central Avenue on the East. BE IT FURTHER RESOLVED that the portion of the expansion area generally bounded by Main Street, Cowart Street, 20th Street, and Central Avenue, also known as the Southside Bicentennial Neighborhood, be excluded from the expanded project area, and incorporated as a separate and complementary redevelopment project area. BE IT FURTHER RESOLVED that the planning and recommendations incorporate the following principles: (1) Owners and occupants of the project area be informed and consulted to the greatest extent practicable; (2) Clearance of structures and displacement of occupants be minimized; and, (3) Priority for implementation focus on the study area incorporated in "The South Central Business District Plan" area as identified by a January 1995 strategy developed by Calthorpe Associates.
